MEMORANDUM FOR: USIB Attendees
24 January 1975
1. The Senate Resolution 21 establishing a committee to review
U. S. intelligence activities has a great number of implications for
your respective organizations. I would like to hold a meeting of your
principal. representatives tomorrow, Saturday, 25 January 1975, at
1030 hours at CIA Headquarters, in the Director's Conference Room.
I realize this is very short notice but I believe there is a great deal
to do in discussing both the ramifications of this resolution and more
specifically in proposing a scope for the DCI's opening statement.
2. It is not our intention to do more in this first meeting than
familiarize all parties with the nature of the problem and to seek
.specific intellectual contributions to a strategy to employ. Some
tasking however may unfold. The precise nature o# the inquiry will
depend a good deal on the Senate Committee. itself. But as indicated
by Mr. Colby, we want to move forward and be prepared early next
week with an aggressive and forthright statement which supports the
requirement for a healthy and strong Intelligence Community, the
requirement for the protection of sources and methods, and the
requirement for cohesive attention to the matter of the USIB. We
will also need to develop unambiguous examples for use by the DCI
as support.
3. We have found in the case of the CIA preparations for the
President's Commission that it has taken dedicated man-hours and

regularized and oftentimes extended sessions. I make this point
only to emphasize the importance of instructing your representative
of the potential time-consuming nature of the task, particularly
in the first few weeks.
