Attached is a notice which was provided by New Building
Project Office concerning the possibility of a GSA contribution

Dick Hadsell answered ques-
tions posed by the Small
Agency Council and the. Fed-
eral Administrative Manager's
Association. When asked about
SBA's enabling legislation on its
relocation to the suburbs, Had-
sell answered that GSA was
directed by OMB to seek space
within the district only for SBA's
consolidation, but that Con-
gress is considering other
options.
In response to a question con-
cerning GSA's consideration of
a consolidated building for
small agencies, Hadsell said
that GSA is reassessing the
needs and requirements of
small agencies, as well as con-
sidering possibilities for child
care facilities. GSA will allocate
up to $500.000 to each agency,
and assist in design and prepa-
ration of space for child care
center occupancy.

Hadsell then spoke about term
contracts and how they are
reviewed before expiration to
assess the need for additional
or dedicated contracts. Also,
GSA is putting procedures in
place to extend term contracts
if succeeding contracts are not
awarded in time.
An attendee from the Depart-
ment of Commerce inquired
about elevator repairs and
when they will occur. to which
Mr. Hadsell responded that
NCR will contact each agency
concerning the schedule for
updating their elevators. The
Department of Commerce is
scheduled to have five pas-
senger and three freight eleva-
tors upgraded. a project to be
completed by July 1990.
With regard to leasing. Hadsell
informed attendees that GSA
supports legislation to raise the
prospectus limitation for leasing
from $500,000 to $1.500.000,
increasing the amount of space
which could be leased without
a prospectus from 20,000 to
50.000 square feet. Thus many
space requests could be pro-
cessed far more quickly due to
their exemption from the pro-
spectus cycle.
Hadsell closed out the session
by touching upon some of
NCR's priorities for the coming
year. including the scheduling
of a child care seminar on Jan-
uary 6. 1988. which will explore
alternatives available, chiefly
consolidation of facilities.
