1. This memorandum forwards my concerns about security
certification of certain types of facilities for classified
conferences and my recommendation for the resolution of the
problem. This recommendation proposes substantially the
following:
? That a DDA level working group be
immediately convened to address the problem.
That this group establish and publish a
deadline date, not beyond 29 February 1988,
after which classified conferences at
previously approved facilities will not be
allowed.
That this group ensure that short range
options, discussed later in this memorandum,
are in place prior to the group's deadline

taken into consideration.
I feel that it is important that the group
establish and publish a deadline date, not beyond
29 February 1988, after which classified conferences

above) are in place prior to the date of the deadline.
