In January of 1988,. subject contract was entered into with Booz, Allen and Hamilton, Incorporated, for a conference on South African labor issues. It was a firm fixed price contract in the amount of $40,607.00. 2. In March of 1988, the Office of' African and Latin American Analysis determined that it would not be feasible to continue with the planned conference (see attached memo from the Director of African and Latin American Analysis). Booz, Allen and Hamilton, Incorporated has since submitted a termination claim in the amount of $15,573.45. Therefore, with the approval of the Director of Logistics, this contract will be terminated for the convenience of the Government. Allen, Jr. Director of African and Latin American Analysis SUBJECT: Justification for Cancellation of ALA/AF/S Contracts for 7-8 April 1988 Conference on South African Labor 1. South Africa Branch, Africa Division of the Office of African and Latin American Analysis, has determined that it will not be feasible to continue with the planned conference on South African laber, first scheduled for 25-26 February, and subsequently postponed to 7-8 April 1988. 2. We believe that it will be impossible to hold a conference which justifies the financial cost and use of analysts' time. Circumstances beyond our control led to this decision. The State . Department in January retracted their agreement to cosponsor the conference because of concern over the political sensitivity of the subject. As a result, even seasoned conference attendees were reluctant to participate in the conference. More importantly, labor specialists, critical to the success of the conference, were unwilling to participate or attend. 3. Our contractor, Booz, Allen and Hamiliton, concurred with our decision to terminate the project. They worked diligently to obtain qualified participants, but State De artment opposition to the conference made that very difficult. 4. We believe that the contractor performed adequately and is entitled to reasonable compensation of charges which the DI Contract Office determines to be properly documented and justified. No further performance is expected, and the contract may be closed. 5. We appreciate the time and effort that the contracting and logistics teams have devoted to this project.
