1. An examination of Office of Security documents fails
to disclose the existence of any recorded discussions with
members of the Safety Division in which Safety Division's
requirements for communication needs in the New Headquarters
Building were identified. Attachment B of the referenced
memorandum, a memorandum for C/CED/EG/OIT from C/SD/OMS dated
25X1 8 June 1988, which comments on
the New Headquarters Building radio system, appears to be
t e first time (paragraph 7) that OMS identifies its
requirements concerning the Fairfax County Fire and Rescue
network. This Office finds no indication that OMS sought
formally, or informally, to have these requirements included
the New Headquarters Building communications planning cycle
