Declassified and Approved For Release 2013/04/26: CIA-RDP91-00981 R000200270012-2 Directorate CEC/EC: DA/OL Initiative Name and FY: State-Of-The-Art Composition Capability Date of Full Operating Capability: Full Operating capability is planned for 1992 Cost Estimate: (Dollars in Thousands) 1989 1990 1991 1992 1993 0 0 $2,250 0 0 0 0 0 0 0 Problems to be Addressed: The incorporation of graphics (pie charts, line graphs, political cartoons, etc.) and halftones (photographs) into finished intelligence publications is an increasingly important aspect of Printing and Photography Group's production capabilities. There are several products currently available to scan and digitize graphic and halftone data, plus provide graphic editing and enhancing capabilities; yet P&PG's current composition system, which was first installed in 1975, has no graphic handling capabilities. This pictoral data is produced through the labor-intensive manual operations of offset photography and film stripping as was done 25 years ago. A study is being conducted in FY-89 to determine alternatives on enhanced electronic composition systems for the 1990's and the results of this study will form the basis for equipment acquisition to be funded by this initiative. Proposals: Implement state-of-the-art composition capability - Determine functional requirements for a composition system including features, processing speed, input and output requirements. - Survey the marketplace to determine vendors of composition systems who have a reasonable chance of meeting requirements. - Prepare Benchmark to be run at vendor selected site and record results requirements. - Analyze results of Benchmark for cost/benefit. - Acquire system that best meets requirements and provides greatest benefits for the cost. Declassified and Approved For Release 2013/04/26: CIA-RDP91-00981 R000200270012-2 Declassified and Approved For Release 2013/04/26: CIA-RDP91-00981 R000200270012-2 Justification for Proposal: The existing composition system was first acquired in 1975, and although this system has undergone numerous hardware and software upgrades since then, it is still a text-only system. Discussions with the vendor have not revealed any plans to incorporate graphic and halftone capabilities into this system. The increased use of pictoral data in time-critical current intelligence publications dictates that P&PG enhance its current composition system to meet customer requirements. Description.of Funding Requirements: $2.25 million will be used in FY-1991 to replace four existing composition systems located in the Printing and Photography Building and Headquarters. This system will include graphic and halftone scanning and editing capability. Coordination: This initiative will be coordinated with other offices in the DA, DI and the DS&T. Space Impact: No impact on space is anticipated. Declassified and Approved For Release 2013/04/26: CIA-RDP91-00981 R000200270012-2
