It is not expected that FOC will be achieved until FY-1993. Cost Estimate: (Dollars in Thousands) 1992 1993 .1994 Funds 2,000 .500 0 Positions 0 0 0 Problems To Be Addressed: Increased collection capabilities within the Agency are expected to drive the requirements for finished intelligence publications beyond Printing and Photography Group's current capabilities to produce printing plates. Current procedures involve the labor intensive and expensive processes of offset photography and manual layout of negatives. Direct-to-plate capability will eliminate both of these processes for black and white publications, and permit imaging of printing plates directly from the page composition system. An FY-1989 Study will serve as the basis for this initiative. Proposal: Implement direct-to-plate capability in Ol/P&PG - Determine requirements for plate size, page imposition schemes, imaging speed, and processing requirements. - Determine vendors who have a reasonable chance of meeting our stated requirements. - Prepare test for direct-to-plate systems, and conduct tests at vendor selected sites. - Record results, select vendor, and initiate contract. - Install system, test, and delivery. - Fine-tune software for increased efficiency. Justification for Proposal: Increased requirements for production of time-critical current intelligence publications are already straining current P&PG resources. Enhanced collection capabilities coupled with anticipated growth in analysis capabilities in the DI Declassified and Approved For Release 2013/04/26: CIA-RDP91-00981 R000200270013-1 Declassified and Approved For Release 2013/04/26: CIA-RDP91-00981 R000200270013-1 dictate that P&PG streamline its publication processes to eliminate labor-intensive manual processes wherever possible. Offset photography and film stripping are the most obvious candidates for automation which will result in the greatest savings of time, materials, and manpower. Description of Funding Requirements: We will use $2 million in FY-1992 to acquire a direct-to-plate system. $500,000 will be utilized in FY-1993 to tailor vendor supplied software to our specific requirements and to fund for custom software development. Coordination: This initiative will be coordinated with the DI and the DS&T. Space Impact Statement: Hardware acquired as a result of this initiative will replace existing equipment; therefore, no additional space requirements are anticipated.
