SUBJECT: OMB/ICS Budget Review FY 1990-1991
1. The OMB/IC Staff review of the DS&T's FY 1990 and 1991 budget has
been scheduled for Wednesday, 12 October, from 1400 to 1700. You are
requested to participate in the presentation of the Open Source Exploitation
and Processing Business Area portion of the DS&T FY 1990-1991 program.
2. I will provide a general overview of the DS&T program, focusing on
our ongoing and new initiatives. I will discuss the FY 1990 Open Source
Exploitation/Collection Enhancement new initiative, providing a substantive
justification and addressing the intelligence capabilities it will add.
3. You should then provide a short briefing (no more than 10 minutes)
on the FBIS modernization and the amortization issue you discussed in your
Strategic Plan. Your presentation should address the following:
a. What capabilities has the FBIS modernization provided?
b. How can we provide for equipment upgrades and replacements in
the future given the fact that the budgeted O&M does not provide funding
for this (the amortization issue)?
4. I have scheduled a dry run of our presentations for Tuesday,
11 October, from 1030 to 1200 in the DS&T Conference Room, Room 6E60. Please
bring with you to the dry run an outline of your presentation. The OMB/ICS
examiners have requested that they be provided with paper copies of all
viewgraphs used. With this in mind, please also bring to the dry run a paper
copy of any viewgraphs or handouts you propose to use to support your
briefings.
