OPERATIONS A. Monitoria:. Ecitorial 1. The downing of the Iranian airbus by the USS Vincennes an 3 July prompted varied Southern Cone government reaction. Numerous immediate items were filed, including a report by the Iranian ambassador to Brazil saying that U.S. companies in Brazil were possible targets +or terrorist attacks. A round-up o+ this and other reaction was filed in response to a headquarters request. 2. On 26 july, Brazilian President Jose Sarney addressed the nation rejecting the new constitution currently being written by the constituent assembly. The bureau remained open past normal COB to cover and file speech. 3. On 28 July, Peruvian President Alan Garcia addressed the nation on the 167th anniversary of Peruvian I ndependence. The speech was of considerable interest due to a recent Garcia speech during which he reportedly expressed his "admiration" -F or the dedication of the Shining Path terrorists. The bureau covered the speech with numerous FYI 's and filed excerpts of it. B. Communica-ions 1. In a much anticipated event, on 29 july the bureau officially sent out its last paper-tape message. Cruising monitor observed a new television network called Rede Amazonica off the 65.0W Brasilsat SBTS Al and filed a report on its operations. 2. Schedules of Brazilian Television Educativa and Rede Manchete, also off the 65.0W Brasilsat, were observed and sent to headquarters. 3. Cruising monitor confirmed the ? location of a new, unidentified satellite, believed to be the 45.0W Panamsat, at 24.53 degrees azimuth and 54.53 degrees elevation. The At C-Span broadcast at RF 3720 MHz was observed while it was on the air. 4. A new Paraguayan radio network called Sports Friendship Net was reported. Its key station is ? Asuncion Radio Primero de Marzo on 780 kHz. 5. It was also observed that Buenos Aires Te lam Radioteletype for the first time carried an item attributed to Andina, Agencia de Noticias Andina, datelined Lima, Peru, II. ADMINISTRATIVE Per 1., Senior Editor Asuncion +or Abidjan on 13 bureau to advise that his and family departed later called the flight to the Ivory July. connecting Coast had been delayed, and he was "stuck" in Rio de janeiro for 24 hours. 2. Two State Department contractors were in town to conduct a full wage survey and position classification audit. Their findings and recommendations have been forwarded to the State Department and FBIS Headquarters. The 2nd annual auction of departing staffers' odds and ends was conducted in grand style by bureau auctioneer extraordinaire Following tradition, STAT' donated the proceeds of $185.00 to the Albino STAT Luis Children's home.
