GENERAL 1. On 22 April, U.S. Ambassador to the United Nations Vernon Walters visited the embassy as part of his swing through Latin America. Ambassador Walters delivered a speech to embassy personnel that afternoon and thanked everyone for their support in making "fewer enemies and more friends for the United States." The ambassador met with various Paraguayan officials, including President Alfredo Stroessner, with whom he talked for 1 and 1/2 hours. Reaction to Ambassador Walters' visit ranged from comments by the foreign minister, who said "his opinion is more valuable than others made at secondary levels of the U.S. State Department," to remarks made by opposition leaders, one of whom said "the meeting with Ambassador Vernon Walters was truly regrettable. The high concept I had of U.S. diplomacy during the past few years has received a hard blow." II. OPERATIONS A. MonitorialLEditorial 1. The Bureau processed numerous items during Ambassador Walters' swing through the Paraguay coverage area, reporting official reaction and media comment on his activities. B. Technical 1. On 11 April, the bureau experienced technical problems with the ROSET 2 antenna controller unit. After testing it was discovered that the problems were due to three faulty IC's, which were replaced. 2. On 26 April, the chief technician met with ANTELCO Administrator Colonel Duarte. Col Duarte stressed the good relations between ANTELCO and FBIS. During the meeting, the reconsideration of FBIS' 1988 microwave license bill was discussed. The meeting concluded with Col Duarte agreeing to cut the bureau's bill by 50 percent. Cruising 1. The bureau cruised the 27.5w and 53.0w Intelsats, reporting its findings via cruising message. 2. In an effort to improve coverage of Uruguay, cruising was conducted on Uruguayan radio stations Artigas Radio La Voz de Artigas and Montevideo Radio Libertad Sport. No better alternative to the present coverage was found. Cruising continues. 3. Buenos Aires TELAM was observed to carry an item attributed to the GDR news agency ADN. A cruising message was sent. D. Personnel A 12.7-percent across-the-board FBN pay increase was approved by FBIS. E. Lateral Services At the embassy's request, on 15 April the Bureau refiled an editorial from PATRIA, the Paraguayan Government mouthpiece, to the U.S. Embassy in Buenos Aires, where U.S. Ambassador to Paraguay Clyde Taylor was attending a meeting of regional ambassadors which included an address by Ambassador Walters. The editorial was flagged especially to Ambassador Taylor's attention. The editorial expressed "optimism and expectation" that the visit of Walters, an -old friend of Paraguay", and his talks with Stroessner, would set the record straight, countering the negative picture of Paraguay that opposition figure Laino has painted in his meeting with U.S. State Department officials. III. Community Affairs On 28 April, the embassy's newly formed mental health program sponsored an assertiveness training seminar for embassy personnel, spouses, and friends. The seminar was held to teach personnel "how to deal with a pushy boss, a bossy friend, a nosy neighbor, or a demanding spouse," obviously problems not encountered at the Bureau.
