GENERAL N Chief, Operations Group : Monthly Report -- Paraguay Bureau -- February 1988 A. Paraguay Bureau's eagerly awaited second ROSET antenna is finally becoming a reality. State Office of Communications and FBO finally approved the installation of the dish on 3 February. With the arrival of TDY staff and contract engineers, work began excavating, pouring concrete, and assembling components. Despite a couple of torrential rain storms, work is proceeding smoothly and the new antenna is expected to come on line in March. 8. Paraguay held presidential and congressional elections on Sunday the 14th. To no one's surprise, General Alfredo Stroessner was reelected to an eighth term, claiming to have won 88 percent of the vote. A few opposition leaders and at least one U.S. observer from a nongovernment election-watch group were roughed up and detained, but there was no large-scale violence and no adverse effect on Bureata operations. II. OPERATIONS A. Monitorial Editorial 1. The United Kingdom announced on the 11th that it will hold military maneuvers in the Falkland Islands from 7 to 31 March. Predictably, the Argentine Government was incensed at the prospect, and a spate of angry reactions ensued. Other Southern Cone countries issued statements in support of Argentina. The Bureau filed a number of priority and immediate items on area reaction to the maneuvers. . 2. A special Sunday day shift was mounted on the 14th to monitor reports on the Paraguayan elections. The Bureau stayed in close touch with Embassy political officers to keep them informed on developments. 3. The Bureau filed a number of priority and immediate items during the month on the disastrous flooding and landslides resulting from heavy rains in Brazil, especially in Rio de Janeiro State. At the request of Ambassador Clyde Taylor, the Bureau on the 23d translated and filed an Asuncion ULTIMA HORA report on a 14 February interview the Ambassador granted to international news agencies. On the 26th the chief of USIS called the Bureau to request that an article in Asuncion EL DIARIO citing Ambassador Taylor's interview be translated for Embassy use. The translation was hand-delivered the same day. B. GQRMLADiggAt10115 Workmen engaged in remodeling at the Embassy twice during the month disconnected the A/C line between the Bureau and the frame room in the chancery, cutting the link between FBIS and Embassy TCU and causing a communications outage. The Bureau Chief finally intervened to request that the line be rerouted through the main phone room to prevent a recurrence of the problem. 2. Regional Engineer installed a Teleprint Trailblazer Plus modem in the computer room and successfully tested it between the Bureau and FED in headquarters. The modem was then installed in the communications room, to eventually allow traffic -- both on-line "chatter" and items resident in the BACH communications program -- to be sent from Victor computers in the Bureau to ATEX terminals at headquarters. C. TqcbragAl. 1. Bureau technicians completed the installation of new racks and rewiring necessary to accomodate equipment for the second ROSET. 2. All 22 boxes of equipment and materials for the new ROSET arrived intact. S.. '1.. Research engineers began installation of ROSET-associated equipment in Main Radio. They also supervised excavation for the slab that will support the new dish. 3. The Bureau technical staff carried out routine maintenance on Extel RO's, Frederick 1203 demodulators, and Frederick 1403 display units. 4. Bureau technicians have begun labeling and documenting the Main Radio wiring. D. Cruising 1. Another check of sources available in Panama Bureau's coverage area was carried out in light of the continuing government crisis in Panama. A message was sent to MOD summarizing the results. A survey of Bolivian radio stations was completed, and a list of sign-on/off times, frequencies, and newscast times was compiled for use by monitors and editors.
