Dear Frank,
On the occasion of your retirement, I would like to take the
opportunity to convey to you the thanks and appreciation of all the FBIS
officers with whom you have worked and my personal gratitude for the fine
job you have performed over the years. You served with honor and
distinction in your early U.S. Government service and since 1979 you have
performed your duties with FBIS in an equally laudatory and professional
manner. Your service as bureau engineer at FBIS bureaus in Abidjan,
Ivory Coast, in London, England, in Vienna, Austria, and in Bangkok,
Thailand is remembered well by all those with whom you have served.
Throughout a long and highly proficient career you have demonstrated
exceptional professional competence and personal dedication. You have
served in hardship locations and shown a high personal dedication to duty
that has brought credit to the offices for which you have worked.
