Over the past year COMIREX has continued its functional requirements definition effort for a new CAMS system. At the same time, a study group consisting of COMIREX, DIA, and NPIC, with technical support from OD&E, was created at the direction of the Deputy Director, Intelligence Community Staff, to determine why large imagery database development programs should not be merged. The study group completed its analysis in mid-July and recommends joint development between COMIREX and DIA of a new collection requirements management system, and a phased approach to eventually merge the DIA exploitation management system with the NPIC INS system. The collection requirements management system will have OD&E as the development office, with initial operating capability planned for 1993 (assuming that funds will be 25X1 provided for development). 2. The purpose of this memorandum is to point out that between now and 1993 at the earliest, the imagery community must continue to operate with the 25X1 current CAMS. 25X1 3. At an absolute minimum, we must maintain the health of our current CAMS as well as service a growing number of users. We project a user growth rate of ten additions per year which will require additional hardware. We also will need to find a replacement for GIMS, or take over GIMS support as this system is phased out by OIT. And, there is a good likelihood that new terminals will be needed to replace the aging Delta Datas. In adoition to the above descriped needs, we fully expect that some enhancements will have to be made to our current CAMS to operate in the environment of the late 198@s-early 1990s. Consequently, we need to make sure that we protect the necessary funds to operate and maintain the system and provide for those enhancements which are absolutely essential. We cannot afford to have additional rd ino 25X1 our CAMS funds like those taken in FY-1987 and 1988.
