As you might surmise, your expressed desire to remain with SAFE Delivery 1 instead of transitioning to MDS-3 as planned was a surprise. Such a redirection represents a substantial change from the implementation baseline defined in our approved Tactical Plan. 2. Before we, as the jointly responsible offices, make that decision, we need to understand fully its ramifications. I appreciate your budget constraints. However, our quick review of your stay-with-Delivery-1 alternative indicates that there are major resource requirements associated with it as well. These resource requirements derive principally from the additional communications facilities that will be required, but there are other costs as well, and schedule implications. 3. I believe the most straightforward way to approach this key decision is to have technical teams from our respective offices fully define and then cost the implications of staying with SAFE Delivery 1 for the time being, while continuing to operate MDS-3 in some sort of truncated manner. We have, in fact, identified most of the members of our team, about ten, and they are available to begin work with yours on short notice. We believe that it will take about four weeks to complete this effort. When completed, the team can then brief us jointly, putting forth the necessary data for us to understand the resource and schedule ramifications of the various alternatives. 4. We look forward to addressing this important issue with you. Please let me know when you will be ready to start.
