Investigation into Leaked NSC Document.. National-Security Adviser William Clark has called in the FBI to track down the government employee who leaked to the NEW YORK TIMES-a national security document giving detailed plans for eliminating Soviet and Cuban influence in Central America and the Caribbean. The NSC document was under extraordinarily close-hold within several departments of the government -- including the White House, the NSC,.the State Department, the Defense Department, and the CIA -- with no more than 20 officials authorized to see it. A well-informed White House source said the leaking of the document was the worst security breach of the Reagan administration and has outraged the highest levels of government. (WASHINGTON TIMES, 12 May, p. A-1) 2. Comments on Covert Actions. Former DCI Stansfield Turner said yesterday that during the Carter administration the CIA sought ways to overthrow. not only Iran's Ayatollah Khomeini, but Libya's hhadafy, Cuba's Castro and Nicaragua's Sandinista regime. He said he never sent such a plan to the White House because he found no way practically to oust those leaders. Turner added that there is nothing morally wrong with trying to overthrow a foreign government by covert means, but he objected to the CIA's current involvement in-Nicaragua because "we've given the impression we're trying to put a dictator back in."
