D.C. 20510 Dear Mr. Chairman: F ecuuve P.e,gistry Given your Committee's strong interest in strengthening this nation's counterintelligence capabilities against hostile intelligence threats confronting the United States, I would like to bring you up to date on what we have been doing toward that end. "Following up on Senator Wallop's Budget Subcommittee's report, we have initiated an in-depth study of how best to meet the needs of the United States Government for multidisciplinary counterintelligence analysis. Concurrently, we are also forming, as your Committee recom- mended, an Advisory Commission to take a parallel look at this same question and come up with recommendations. We are now consulting with the Secretary of Defense, the Attorney General and the FBI 4o select the Commission members. Terms of reference for the study have-been drafted. I fully expect to complete both of these studies and submit them to the Committee by the requested date of 15 November 1983. Meanwhile, to improve multidisciplinary counterintelligence analysis throughout the Community, I am establishing a new Intelligence Community Committee en.Hostile Intelligence Threat Analysis. The Committee will be chaired by the Chief of the Intelligence Community Counterintelligence Staff and will include members from all elements of the Community, includ- ing the Military Services. This Committee will assist and advise me in improving how we assess, analyze, evaluate and report on the totality of hostile intelligence threats against the United States. As you know, we have established the Foreign Intelligence Capabilities Group in the CIA Directorate of Intelligence, and I hope to augment. this,. Group and its analytical capabilities during FY 1984. The work of this Group exemplifies the type of multidisciplinary analysis I am seeking and your Committee is advocating. By strengthening this Group and by forming the new Committee on Hostile Intelligence Threat Analysis, I hope to focus attention on and give support to other counterintelligence and counter- measures analytical improvements throughout the Community. Approved For Release 2008/05/14: CIA-RDP91 B001 35R000701310020-9 Approved For Release 2008/05/14: CIA-RDP91 B001 35R000701310020-9 JCI.KC 1 The Interagency Groups for Counterintelligence and for Countermeasures (IG/CI and IG/CM) have continued their work in support of the Senior Inter- agency Group for Intelligence (SIG-I) to implement the numerous recommenda- tions included in the NSSD-2 study on "Capabilities Against the Hostile Intelligence Threat, 1983-1988." We are making good progress on the policy and legal actions recommended, and have either incorporated in the FY 1984 budget request or are developing for the FY 1985 budget request essentially all of the resource enhancements recommended in the study. We have disseminated Terms of Reference for the 1983 annual Hostile Intelligence Services Multidisciplinary Threat and U.S. Countermeasures Assessment. We intend to publish this assessment by 1 December 1983 and will, of course, provide you a copy. Your continued interest in and support of these efforts is a source of encouragement that we are on the right track and will succeed in making sub- stantial improvements.
