SUBJECT: Revision of. Periodic Congressional Reporting
Requirements List
1. Attached for your use and information is the revised
.version of "Periodic Congressional Reporting Requirements of
the Central Intelligence Agency." This revision replaces the.
one dated 1 May 1987 and incorporates changes necessitated by
recent legislation, including the Fiscal Year 1989 Intelligence
Authorization Act (Public Law No. 100--453).
2. The-1989 Authorization Act specifically established a
requirement for the Director of Central Intelligence (DCI) to
report semiannually to the Intelligence Committees a summary of
the activities of the Inspector General for the preceding six
months. The Agency has proposed to the Senate Select Committee
on Intelligence (SSCI) that CIA include within that report a
summary of any intelligence activities that violate any
applicable law of the United States, any Executive Order or
Presidential Directive, or significant violation of a rule or
regulation issued pursuant to law, and which have also been
reported to the Intelligence Oversight Board (IOB). This
suggestion is designed to meet a' separate SSCI request for
materials forwarded to the IOB. The Inspector General is
responsible for preparing this report, and will- be assisted by
the .Office of General Counsel with respect to matters reported
to the IOB.
3. As noted, this list does not include "one-time" reports,
programmatic reports of the sort mentioned in the "Classified
Annex" to the annual intelligence authorization bill conference
report or other nonrecurring, miscellaneous reports. I do
wish, however, to mention some. of these as follows.
4. Contained in the FY '89 Act conference report
(House Report No. 100-879) is a requirement for the DCI and the
Secretary of Defense to submit to the Congress by March 1989 a
plan for better utilizing the resources of the Intelligence
Community to support anti-drug efforts (p. 22) and a requirement
for the DCI to report by 31 December 1988 on the Security
Evaluation Office (SEO) (p. 24).
