Director of Project Slammer, visited the CCISCMO offices recently and left with us the three memoranda attached. For purposes of clarity in addressing them we have identified them as Tabs A, B, and C. discussed each of these with us, giving us background and explanatory information to sussort his rationale in each memo. Without any attempt to recapture inimitable style of expression and persuasion, we offer our brief comment and general concurrence for each of the memoranda. 2. Relative to Tab A, and his project team members have a concern that a proliferation of interviews with the subjects they have targeted, and especially non-professional interviews, could have a detrimental effect on the efficacy of their project interviews. There is evidence that news media, independent researchers, and others with objectives less professional than those of Project Slammer have shown interest in interviewing the persons of interest to Slammer studies. realizes that the subjects, even as Federal prisoners, have certain rights, to include speaking to persons of their choosing. What he'd like to do is exercise a subtle control over interviews. At the least, it is recommended that the Department of Justice and/or the Bureau of Prisons act as a focal point to control interviews with the convicted sales. It remains to be seen just what control can legally be exercised, recommends raising this with the DoJ representative to the Personnel Securi y Committee for exploration. CCISCMO concurs in this. Tab C represents appeal to you as Chairman of the Personnel Security Committee and sponsoring element of Project Slammer to attempt to impress upon the respective agencies the need to permit their representatives on the Slammer team to devote the time necessary to accomplish objectives. It is understood that each of the team members have full-time assignments apart from their adjunct participation in Slammer. There is not a competition for participants' time, but it is occasionally necessary for team members to devote a short period of time to concentrated Slammer activities, was not really complaining, but he apparently feels the need to ask for cooperation. The list of Slammer team members is attached to his memorandum. He said he would make himself available at your convenience thereafter. natural loquaciousness is fanned by his 25X1 enthusiasm for Project Slammer, and it is recommended that you may find it desirable to establish a specified time frame for him to brief you. 25X1 also extends once again an invitation to yourself and to visit with 25X1 the Slammer team when they convene a ain here in Ames Building on 11 May. CCISCMO recommends that you grant an appointment for the cited 25X1 briefing.
