Kotapish National Intelligence Officer for Narcotics SUBJECT: Report on 21 May 1987 NIO/Narcotics Warning and Forecast Meeting Representatives of the Intelligence Community and appropriate law enforcement representatives met on 21 May 1987 to discuss: the State/INM narcotics coordinators' conference held in Washington in May; the US Customs Service intelligence organization; the Intelligence Community's estimative process and proposed estimate schedule; and individual agency reports. The meeting began with a presentation by Mr. Mark Dion, Deputy Assistant Secretary/INM, on the narcotics coordinators' three-day meeting held at the Department of State in May. Twenty-eight missions were represented. Mr. Dion reported that feedback from the conference participants was particularly good. Among the comments were: 1) many of the representatives from European posts felt that too much emphasis was given to the Latin American narcotics threat and not enough to that posed by heroin from Southeast and Southwest Asia; and 2) the intelligence briefing led by the NIO/Narcotics was particularly well received (some eighteen DCMs attended) and the conference participants hoped that at the next conference even more time could be devoted to this issue. Mr. Dion concluded that next year State will return to the usual format of regional conferences; there will be more attention paid to the use of audio-visual material; and greater attention will be paid to consular-related matters. US Customs Service: Office of Intelligence 2. Mr. William Meglen, Director/Office of Intelligence, US Customs Service, gave a presentation on the new direction and goals being set for his office. Mr. Meglen asserted that the intelligence component in Customs has Commissioner Von Raab's strong backing and that the Commissioner wished to foster greater dialogue between enforcement elements and the intelligence function. Mr. Meglen noted that in 1985 there were only 25 dedicated intelligence officers whereas the current complement includes 390 dedicated officers. 3. Mr. Meglen noted that some $4.7 million had been budgeted for Customs Headquarters intelligence and that intelligence needed to be more institutionalized. He also commented that Customs had now established the position of District Intelligence Officer -- agents in the investigative component who do not develop cases but provide intelligence support to Customs agents. 25X1 ? Mr. Meglen commented that the C3I centers currently under review will be oriented largely to air interdiction and the intelligence function will be directed at support to the tactical effort. Mr. Meglen stated that Customs has the second largest commitment to EPIC and that Customs may well be asked for more people for analytical work. He also noted that improving and consolidating data bases will be a major goal of his office. The Estimative Process 5. Mr. Kotapish then invited a discussion on the proposed estimative program and reviewed the coordinative structure within which the process takes place. IND/OGI, reviewed his proposed research program emphasizing the need to articulate carefully specific responses to stated needs of the consumer community, particularly the law enforcement elements. 6. o The US Coast Guard representative discussed the Hat Trick III" support USCG has received from the Mexican Navy, pointing out that it is a "voluntary" effort which does not have the endorsement of the Ministry of Defense. o The NNBIS representative commented that a new pulse-phase air patrol effort would be conducted off of Jamaica and Honduras.
