SUBJECT: Report on 19 November 1987 NIO/Narcotics Warning and
Forecast Meeting
Representatives of the Intelligence Community and appropriate law
enforcement representatives met on 19 November 1987 for CIA briefings from
the International Narcotics Division on its work on the drug trafficking
infrastructure in the northern states of Mexico and from Directorate of
Intelligence representatives on the current counternarcotics operations in
the Upper Huallaga Valley in Peru.

NIO/Narcotics Report
1. Mr. Kotapish discussed the activities of the National Drug Policy
Board's lead agencies and their corresponding standing committees. He noted
that as the strategy reports begin to be implemented, intelligence demands
on the Intelligence Community are likely to increase. The time for a
Community stocktaking is at hand with the matter of resources being a
priority issue. He invited all representatives to feel free to broach their
budget concerns and priority considerations with the NIO/Narcotics office.
2. Mr. Kotapish talked about the offsite conference which will be held
14-15 January 1988 for members of the narcotics intelligence community.
Broadly speaking, the conference will focus on intelligence support for 1)
international programs, 2) investigations/prosecutions, and 3)
interdiction. The NIO also referred to the recent DO conference
Most participants at that conference agreed that the narcotics
target in South Asia was getting more difficult; that there is a bumper crop
of opium in the theater; and that the impact of heroin trafficking on Europe
was serious. In addition, the diversion of licit opium grown in India into
the illicit market is cause for serious concern.
Drug Trafficking Infrastructure in Northern Mexico
3. from the International Narcotics Division gave a
briefing on the work done to date by the Trafficking Analysis Branch in
charting narcotics trafficking in the northern states of Mexico including
airstrips, harbors, roads, trails, etc.

Operation Condor VI----Counternarcotics Operations in Peru
4. Representatives of the Directorate of Intelligence participated in a
discussion of current Peruvian counternarcotics operations in the Upper
Huallaga Valley. Most participants agreed that the operations have run into
a lot of bureaucratic "snafus" and that the traffickers have either come to
terms with Peruvian enforcement officials in the area or have been simply
bypassing them. As the effort has faltered, there has been a falling out
between the Interior Ministry and Peruvian military. Interior has lost out;
the police have moved out of zones of operation; and the operation is now
turning into an anti-guerrilla operation, i.e., against the Sendero Luminoso
(SL) forces. There has been very little eradication carried out and the
traffickers have asked the police to cooperate with them in fighting the
SL. There are more indications of Colombian involvement in narcotics
activity in the Valley as well as evidence which points to the possible
presence of cocaine laboratories in the area.
Community Reports
5. The DIA representative mentioned that
information which led to two seizures
of cocaine over the past weeks----amounting to some 8000 lbs: the largest
containerized seizure ever in Florida. NOTE: Feedback from consumers is
essential in order to be time sensitive and
responsive to the intelligence needs ot the law enforcement community.
The US Coast Guard representative said that their service is no
longer able to board Honduran ships without a written request.
