SUBJECT: Washington Area Operations Centers Conference at DOS
1. The next Washington Area Operations Center Chiefs' (WAOCC) Conference
is to be held on or about 6 October at the Department of State. As you know,
I hosted the first WAOCC in over four years in May the Chiefs of the
Operations Centers urged that two additional meetings be held this year, a
brief one in the Washington area in September or October, then a longer one
off-site after the national elections in November. Admiral Studeman told me
on 9 September that he thought it is especially important for the NIO for
Warning to bring together Operations Centers Chiefs on ,a regular basis; he
thought such conferences helped work out cirsis management problems among key
Washington officials.
2. The luncheon during the Conference at State is expected to cost $14
per person, and between 25 and 30 people are planning to participate, for a
total cost of $350-$420. State Department had a difficult time finding a
private room for this number of people, hence the higher-than-expected price.
indicated that the NIC might be able to pay for this luncheon but
would need your concurrence.
3. In view of its importance, I hereby request that the NIC host the
WAOCC lunch at the Department of State and pay for the luncheon.
