Warning and Forecast Meeting
1. The 29 August 1988 Warning and Forecast Meeting featured: a
presentation from our CIA's Office of General Counsel on current legislative
initiatives on narcotics; a review of the Haitian drug situation; and a
discussion of Brazilian narcotics issues.

3. Haiti: As stressed by CIA's Directorate of Intelligence, Haiti has
become a major drug transshipment point with ships using ports in southern
Haiti and aircraft using the north coast.
? There have been major seizures of cocaine over the past year
in Haiti.
? The Haitian interdiction effort is severely hampered by lack
of material and personnel.

? There is virtually no drug enforcement in Haiti.
? A significant number of Colombian drug operatives have moved
into Haiti.
4. Brazil: The DEA representative painted a fairly grim picture of the
narcotics threat in Brazil:
? There is some low grade coca growth in the northeast section
of the country.
? Sophisticated HC1 processing labs are being found in the
country. The major labs are on the common borders with Peru
and Bolivia.
? Coca eradication in northwest Brazil (the Dog's Head) is being
carried out; little eradication of marijuana is being effected.
? Narcotics-related violence is on the increase.
? Brazilian nationals are becoming more involved in the
processing of cocaine.
? Precursor chemical seizures are down; supplies are coming into
Manaus from Surinam; Brazilian legal and enforcement measures
have been somewhat effective in reducing use of
Brazilian-produced ether and acetone.
? Brazil remains a major transshipment point for cocaine into
the US and Europe.
? With 1000 percent inflation and other economic problems, the
country will have fewer resources to commit to the narcotics
effort in the future.
