MEMORANDUM FOR THE RECORD
SUBJECT: Memorandum of Conversation with Gordon Negus, DIA/ED
1. Charles E. Allen opened the 12 August 1988 meeting with Gordon Negus,
DIA/ED, in Negus's office, with a description of his activities in warning and
his plans for the development of the National Warning Staff. Mr. Allen
described the status of plans to link his two offices, the NWS and the NIO/W's
Office at CIA, outlined the operational orientation he was giving to warning
and in which he was concentrating much effort, and cited his success in
obtaining memoranda of agreement from both the Navy and Marine Corps to staff
the NWS. He also thanked Mr. Negus for DIA's cooperation to date in acquiring
new equipment and supporting his effort to modernize the NWS.
2. Mr. Negus asked whether the NWS really did anything useful. Mr. Allen
replied that a small staff makes a large difference by going beyond current
analysis to assess threats, added details that the NWS was the
genesis of Project Firefighter, the National Warning Course, new JCS
definitions of Warning and JNIDs-4, and contributed importantly to Graduated
Mobilization Response and Crisis Deterrence studies sponsored by various OSD
offices, worked with the Joint Staff, taught courses overseas to foreign
services, pioneered in new methods and worked closely with DIA/JSW. Mr. Negus
stated he needed to get down to visit the NWS and asked that an appointment be
made after the return of DIA Director, Lt. Gen. Perroots.
3. Mr. Allen then urged that further progress hinged critically on DIA
providing the personnel it had promised in earlier correspondence with the
NIO/W on a two-year rotational basis--two analysts, a secretary and a
technician. Of these, Mr. Allen noted the secretary and technician were
needed most urgently. Mr. Negus was unaware and surprised that the NWS lacked
any support personnel.
4. Mr. Allen then indicated that he had been authorized by VC/NIC to
expand his search for a new ANIO/W and he inquired about DIA's willingness to
support in that capacity. Mr. Negus indicated that DIA conducts
a personnel selection panel for such items, which will take about 30 days to
set up, and could throw his hat in the ring. Mr. Negus then
asked about status and was surprised to learn that he was a DIA
overhire without a designated rater since 1985 and not carried against any DIA
manning roster. Mr. Negus offered that had fallen through the
crack.

5. Mr. Allen stated that in addition to a good assistant he also needed a
senior experienced analyst to direct and manage the NWS in the Pentagon so as
to meet the NIO/W's commitment to the services to return well-trained warning
analysts after a two-year tour of duty with the NWS. He requested DIA's
support for re-establishina the position of Director of NWS at a Grade 15 and
indicated that continued support would be welcome in that
position as well. Mr. Negus took notes throughout the discussion of personnel
matters and concluded by saying "I'll take care of it.
