SUBJECT: NOIWON Upgrade (Your ltr, 5 Aug 83) (U)

1. (S) We fully support the need to upgrade and modernize the
NOIWON system by acquiring improved equipment and to improve
system flexibility allowin the addition of new conference
originators L- I The result of this design and
acquisition urrort_,-n-owever, should be a system which can be
tailored to the individual needs of each facility. Suggest
also that funding details be worked out early on to give each
facility a better idea of the costs these upgrades will entail.
2. (S) With respect to the proposal for limiting the number
of conferees on any particular call, while it might save time
on setting up individual conferences, it will in the long run
probably create more overall communications problems. Facili-
ties who did not get the initial "word" will tie up other lines
attempting to acquire the same information. Also, an integral
aspect of the NOIWON upgrade effort should be the simultaneous
standardization of procedures and adequate training at all
locations to ensure all participants understand the purpose of
the system and how to properly use it.
3. (S) As a final suggestion and given the importance and
complexity of this upgrade, we believe the NOIWON upgrade
should be tied in more closely with the Project Medusa effort
since data passed over the NOIWON has as much utility for
crisis management as it does for I&W, and the fullest possible
systems integration would seem to be in our common interest.
