Action Requested: ttached memorandum requesting inputs for the FY 1986 NITS. 2. Background: At the 29 July 1984 SIG(I) Committee meeting, principals in attendance approved a schedule of NIT-associated actions for the next fiscal year. One of the approved actions was the issuance of an early call for inputs to new NITs that would be disseminated in July 1985. To initiate that call, the IPC Staff prepared the attached memorandum that requests Committee principals to provide questions for the FY 1986 NITs and specifies the format for submitting their inputs. As a backdrop for the formulation of the new NITs, the attached also provides the principals some Intelligence Community issues that could impact on US national interests. 3. At its 29 July 1984 meeting the SIG(I) Committee approved a schedule of NIT- associated actions for the next fiscal year. One of the approved actions was the issuance of an early call for inputs to new NITs that would be disseminated as guidance to the Intelligence Community in July 1985. This memorandum issues the call for such inputs and provides, some background information concerning the format and content of your submissions. 2. As with last year, I ask each of the policy elements represented on the Committee to provide their questions most indicative of the critical concern that the policymaking community is likely to face in the next year. These will be used by the Intelligence Community as guidance for planning intelligence production activities. Once again, each policy element should indicate the time frame in which a response is needed by assigning each question either a Category A (that is, topics requiring a response within a six month period) or Category B (that is, topics warranting a response during the six to 12 months time frame) designator. In order to assist you in developing the new NITs, I am providing (Attachment I) an Intelligence Community projection of potential world events and issues that could impact on US national interests. Also, it would be helpful if you could submit your NIT ideas in the structure provided in Attachment 2. Use topic categories listed in Attachment 3. 25X1 3. A SIG(I) Committee meeting will be scheduled during the last week of June for review and approval of the consolidated list of NITs to be issued in July. I will greatly appreciate your cooperation and also welcome any ideas you may have on ways for enhancing producer-consumer interaction.
