Issue for Decision - What should be the Administration's
position on Function 150 for the budget conference?
Option 1:
Support the Senate version, recognizing that it seriously
underfunds Inman, USIA and BIB compared to the House version.
Option 2:
Support the Senate aggregate but seek to influence
conferees to add enough outlays (approximately $70 million) for
the Inman proposal as contained in the FY 1986 supplemental
only, reducing outlays in:
Foreign operations accounts,
Commerce, State and Justice accounts,
Agriculture accounts, or
some combination of the above.
Option 3:
Support the Senate aggregate but seek to influence
conferees to add enough outlays (approximately $100 million) to
accommodate a modified FY 1986-87 Inman program (as envisioned
in the SFRC bill) by reducing outlays in:
Foreign operations accounts,
Commerce, State and Justice accounts,
Agriculture accounts, or
.some combination of the above.
Option 4:
Do not attempt to influence the Budget Conference; continue
to emphasize the President's foreign policy priorities and
defend the validity of the original request.
