Webster Director Central Intelligence Agency Washington, DC 20505 Dear Mr. Webster: ER 89-1881 This letter is in response to a request dated April 5, 1989, by the Central Intelligence Agency (CIA), for authority to contract directly for alterations in the Key Building located at 1200 Wilson Boulevard, Rosslyn, Virginia. This building is not delegated to your agency for operation, and remains under the operational control of the General Services Administration (GSA). The proposed alteration project will occur in highly sensitive areas of the building, and must be closely coordinated with the occupants so as to not disturb national security work that is going on in those spaces. Accordingly, GSA has determined that it would be more efficient and cost effective to delegate to CIA authority to contract for this alteration. Pursuant to the Federal Property and Administrative Services Act of 1949 (63 Stat. 377), as amended, and GSA Order OPS 5450.16, dated November 4, 1988, I hereby approve the CIA's request for authority to renovate 6,700 square feet of space occupied by the CIA on the seventh floor of the Key Building. This approval is subject to the following limiting conditions: 1. This authority may be redelegated within CIA. 2. All applicable laws and regulations, including the General Services Administration Acquisition Regulation (particularly sub-part 570-6, "Special Aspects of Contracting for Lease Alterations"), must be followed. 3. ,Prior to the award of any contract authorized hereby, the CIA must submit plans for the performance of the alterations to the Assistant Regional Administrator, Office of Real Estate and Development, National Capital Region, Washington, DC 20407, for review of the technical aspects of the work and the impact of the project on the lease terms and conditions. Award of the construction contract for any alteration project, however, should not be made until new lease agreements have been executed covering the space being altered. As the Contracting Officer for the lease, GSA will execute any new lease agreements. 5. The maximum contract limitation authorized for this project is $250,000.
