We need a comprehensive Administration review of our policy with regard to Soviet emigration. The Policy Coordinating Committee on Refugees should review our policy on Soviet refugees, describing the situation we would like to achieve at the end of one year and recommending options for our refugee policy. Desired U.S. and Soviet actions should be outlined, along with the necessary strategies to achieve these actions. Budget implications and Congressional strategy, along with political and diplomatic ramifications of the policy options should be covered. This review should be completed by June 28, 1989, for consideration by the National Security Council.
