With its focus redirected towards cultivation of Commanders in Chief of the Unified and Specified Commands, the Panel lost sight of its original objective of advising on national estimates that covered military subjects. After discussing this problem with Panel members at Bob Gates's request, we plan to reinstate military estimates as the focus of Panel activities. 2. Since General Paul Gorman, the current Chairman, has asked to be relieved and some Panel members are due for rotation, we also polled the Panel and others regarding replacements. 3. Major General Jasper Welch, USAF (Retired) is recommended for the chairmanship. A current member of the Panel, General Welch holds a Ph.D in Physics from Berkeley and during a long Air Force career served on the National Security Council staff, at Lawrence Livermore National Laboratory, at the Rand Corporation, 1.1(1 AS Accistant Chief of Staff of the Air Force for Studies and Analysis.I 4. We also have four candidates for new members for the Panel. o Lt. General James A. Abrahamson, USA (Retired) headed up the Pentagon's SDI office until late 1988. He would bring technical knowledge to the Panel. O General Perry Smith, USAF (Retired) - West Point graduate, he holds a Ph.D. and was President of the National Defense University. He would bring intellectual and analytical skills to the Panel. Meyer, USA (Retired) - Army Chief of Staff from 1979 until his retirement in 1983. General Meyer has a special interest in the study of competitive strategies. Having served in combat in both the Korean and Vietnam Wars he would bring to the Panel a broad military background and a keen intellect. o General John W. Vessey, Jr. USA (Retired) - General Vessey was Chairman of the Joint Chiefs of Staff from 1982 to 1985. Known as a soldier's soldier, General Vessey would apply a practical eye to our work. 5. Assuming two or three of these four accept our offer, we will need to rotate one or two members off the Panel. though an expert on the Soviet Union, is not particularly verse n mi itarv matters. 6.
