DIRECTOR OF CENTRAL INTELLIGENCE
Science and Technology Advisory Panel
16 February 1989
Mr. Richard J. Kerr
Deputy Director of Central Intelligence--Designate
Central Intelligence Agency
Washington, D.C. 20505
Dear Dick:
On behalf of STAP, I want to thank you for taking time to have dinner with
us last night. Advisory groups like STAP cannot work well without that kind
of active interest by senior management.
Both and you talked about uncertainty and ambiguity as
hallmarks of the coming years. I think that assessment could not be more on
the mark, and I hope STAP can help you with some of it. I expect there will
be occasions when we can help reduce uncertainties but--to pick up on another
point made about the need to entertain multiple hypotheses--we may at
times provide equal service by pointing out alternative views and
perspectives. As you suggested, that might help frame the questions that
concern you.
Again, thanks for being with us. We look forward to seeing more of you.
Sincerely,
