SUBJECT : Draft Presidential Directive on National Space Policy
The National Intelligence Officers have no major disagreements with the
30 September 1977 draft Presidential Directive on National Space Policy, but
recommend two changes be made for accuracy and clarity:
a. It is assumed that the policy on support to military operations
by space intelligence assets is deliberately expressed in general terms,
allowing the Secretary of Defense and the Director of Central Intelligence
to work out a satisfactory interface between national and tactical
requirements and collection systems. However, the paragraphs covering this
subject on pages 3 and 6 call for support to military operations "as long
as the primary mission capability of the asset is not impaired," where-
as the paragraph on page 10 calls for providing such support while.:
preserving the "primary intelligence missions of the systems." We believe
it is the primary mission of the space system to satisfy national require-
ments which might be impaired, therefore, for purposes of clarity it is
recommended that the word "capability" be deleted from the paragraphs on
pages 3 and 6.
b. In the second paragraph of section B., page 9, change "Central
Intelligence Agency" to "Director of Central InteH-.igence."
