SUBJECT: PRM on Human Rights
In light of the discussion at last week's
meeting, it seems to me that the most useful first
step in preparing the PRM on human rights will-be
for the State Department to analyze and synthesize
the materials you are submitting.-and then to dis-
tribute to you a draft response to the questions
set forth in the May 20 memorandum requesting the
PRIM. We hope to have the draft in your hands by
close of business June 10.
The purpose of the draft will he to focus the
discussion and provide a vehicle for your comments
and suggestions. After receiving any written
comments you may wish to make, I will schedule a
meeting of this group to discuss the draft.
