SUBJECT : Scheduling of Military Estimates
1. Thank you for your comments on our draft paper of 6 June.
We have a broad measure of consensus, with the exce tion of State's
concern that some of the value of the present would be
lost. I think that we can adjust the Terms of Reference for the
new estimate we propose to take care of this problem.
2. Attached is a revised draft incorporating this and other
minor changes. I now plan to submit this to the DCI and seek his
guidance as to whether he wishes to discuss this further with the
Secretaries and Dr. Brzezinski.
