SUBJECT: D/DCI/NI Activities for the Period 19-30 September 1977
1. On Saturday the 24th, RRB and two officers
from OER attended a half-day meeting at the ie House on the future
of the Soviet economy with outside experts and officials from NSC, State,
Defense, and other agencies.
2. On the 27th, RRB spent half a day at NSA with Admiral Inman
and members of his staff getting a better understanding of the activities
and capabilities of NSA. That afternoon, RRB participated in the sessions
of the Scientific and Technical Advisory Panel. We asked the Panel to
call to our attention emerging issues in its field.
3. RRB has held several hours of discussion during the past two
weeks with Sayre Stevens, Dick Lehman, and a select group of
staff members on what is being done and can be done to improve the quality
of analysis and the capabilities of analysts. The impetus for these meet-
ings is in part a request from the Senate Select Committee on Intelligence
for a report on this question. More to the point, the meetings are
intended to define and establish a systematic program to improve the
quality of analysis. of the DDI Admin Staff has produced a
paper on what is already being done; has pulled together a
compendium of all the criticisms tha av een made of the product and
of the solutions that have been proposed. The next step will be to dis-
cuss with the NIOs and office heads possible measures to improve the
quality in their particular areas of responsibility.
4. A draft list of Presidential Intelligence Priorities has been
prepared, drawing on the contributions from State, ISA, JCS, the DDI and
the NIOs. RRB has sent this to the committee originally headed by David
Aaron for discussion at a meeting next week. When the committee has
reached agreement, he will forward it to you to table at the first meet-
ing of the PRC, unless you would rather it be discussed first with NFIB.
5. The Acting NIO for Latin America had Assistant Secretary of
State for Inter-American Affairs Todman out to the Agency on the 29th
