SUBJECT: An Effort To Compile a Glossary of Intelligence
Terms
1. In response to a memo from the NFIB Secretariat
(Tab A), I attended a meeting this morning at the Community
Headquarters Building chaired by Director
of the Offirp of Policy & Planning of the IC Staff.
told us that NFIB principals, unable to cope
with the DCI's point as to whether scientific and technical
intelligence was a part of economic, military or political
intelligence, had asked that an authoritative glossary of
terms be put together. expanded this charge in
terms of serving also the drafters of Presidential Directives,
Executive Orders and legislation, each of whom is using various
intelligence terms in quite different ways and creating con-
fusion in the process. The group assembled was to consider
itself a working group of the NFIB and to have a mandate to
define terms without reference to existing NSCIDs, Executive
Orders or what have you (see Tab B for a list of attendees).
These latter documents, it was said, could be amended as a
result of our efforts. then provided the croup
with a batch of documents that have defined intelligence terms,
such as JCS PUB 1 (see Tab C).
2. The group was next briefed by a member of the Human
Resources Intelligence Committee staff who attempted to explain
to the group the complexity his Committee had encountered in
compiling a glossary of definitions in the process of producing
the National Foreign Intelligence Plan for Human Resources. The
message was that a lot of departmental interests get involved
in the process of defining. (See Tab D)
3. proposed that the group proceed immediately
to vet a series o e initions called the Bausch List. This
process foundered when DIA announced that JCS PUB 1 had just
been revised (see Tab E). The result was that after discussing
the definitions forl intelligence, basic intelligence

and intelligence, the group decided to adopt another approach.
The first step would be for the participants each to submit
a list of those intelligence terms he wished to have included
in the glossary to OPP by close of business Friday, September
23rd.
4. It was further decided that the group would reconvene
at 0900 on Tuesday, October 4th, to review the suggested lists
of terms and to receive a briefing from NSA. NSA, the group
was informed, has for several years been in the process of
compiling glossaries of signal intelligence terms. It has a
computerized system which contains over 14,000 such terms;
those who constructed this system will share with our group
the methodology that allowed their achievement.
5. The meeting, in my mind, raised a number of issues:
-- Should the effort to compile a glossary be pursued at all?
I Iremained imprecise about the specific push
behind this effort, despite repeated efforts to clarify
his source of authority. One wonders, therefore, whether
this effort might not be derailed if we wished. On the
other hand, one must be sympathetic to the idea that a
series of agreed definitions for any number of intelligence
terms would be a valuable tool.
-- Who should represent NFAC on the ro p? I was there
representing the NIOs; was there representing 25X1
RES/CIA. If RES is to be incorporated into NFAC when we
reorganize, my participation is clearly no longer neces-
sary. But, then, who will represent CIA collectors?
-- If we go along with the effort to compile a glossary of
terms, should we press for inclusion of Mr. Bowie's rather
new division of intelligence production into estimates,
assessments and reports?
6. I await your guidance, which I must have rather quickly
if I am to submit a list of candidate terms by COB Friday.
