The group met for two hours this morning to discuss an initial draft of a new DCID 1/12 and its proposed attachment, an explanation of the Intelligence Community planning system. 2. The bulk of the discussion concerned the proposed functions of a new DCI community planning committee. The problem is that none of the members of the ad hoc group wishes to create new layers of bureaucratic coordination, but their effort to find functions for the new committee threatens to establish just such new layers. for example, has proposed that the new committee have as one of its functions interface with customers. In terms of substance, at least, the NIOs already perform this function. 3. I spoke to the group to the point that the NIOs intend to supply the committee with already coordinated substantive contributions. The NIOs, given their limited resources, have no ability to spend more time in coordination processes. 4. Another issue discussed was NSA's insistence that E.O. 11905 compels the Director to provide a set of comprehensive requirements to program managers. I suggested that the NIOs would be willing to submit brief statements of requirements for their geographic and functional areas of responsibility as a contribution to the current element of the planning system, but noted that any comprehensive statement of requirements on most of the countries of the world was well beyond the capabilities of the NI staff. 25X1 25X1 Approved For Release 2004/OC5/'f3E CIA-RDP91M00696R000200060031-5 Approved For Release 2004/05/13 : CIA-RDP91M00696ROe0200060031-5 5. With the advice of the ad hoc group on the above and other points, the Office of Policy and Planning, IC Staff, will redraft both the proposed DCID and its attachment. Following the circulation of this new draft, the ad hoc group will meet again, hopefully with more guidance from the DCI once he has been briefed by on the proposed Intelligence Community planning system.
