SUBJECT . Budget Presentation to the Hathaway Subcommittee
1. In that section of the presentation dealing with
the adequacy of the estimative process, we would add to the
final sentence of the first paragraph the phrase: "which is in
any case solely and legislatively the responsibility of the
DCI."
2. We have serious objections to the second paragraph
of this section of the presentation for the following reasons:
a. We had rather serious reservations about the
IC Staff's report for the Semiannual NSC Intelligence
Review, and believe it inadvisable to quote from this
report to Congress, which will inevitably want the whole
report.
b. We would consider it particularly ill-advised
to pass on to Congress as useful the recommendations
of the B Team on Soviet strategic objectives.
3. We would substitute for paragraph 2:

and desires of the new administration. We will, further,
be considering the establ isrment of an Estimates Advisory
Panel with the intent of having some of the best minds
in the academic and business worlds contribute to
the estimative process. We further intend to continue
resisting the politicization of the estimative product,
a danger that threatened the last estimate on Soviet
Forces for Intercontinental Conflict Through the Mid-1980s.
While estimating procedures deserve -- and are receiving --
constant scrutiny, the challenge is to produce relevant,
useful results, which depend far less on changeable
procedures than on the quality and quantity of resources
and talent devo trod to estimative intelligence."
