C. 20505 National Intelligence Officers MEMORANDUM FOR: Dick Kerr Executive Officer, ADD/IC 31 January 1977 Executive Officer, DCI/NI SUBJECT . Budget Presentation to the Hathaway Subcommittee 1. In that section of the presentation dealing with the adequacy of the estimative process, we would add to the final sentence of the first paragraph the phrase: "which is in any case solely and legislatively the responsibility of the DCI." 2. We will, further, be considering the establ isrment of an Estimates Advisory Panel with the intent of having some of the best minds in the academic and business worlds contribute to the estimative process. We further intend to continue resisting the politicization of the estimative product, a danger that threatened the last estimate on Soviet Forces for Intercontinental Conflict Through the Mid-1980s. While estimating procedures deserve -- and are receiving -- constant scrutiny, the challenge is to produce relevant, useful results, which depend far less on changeable procedures than on the quality and quantity of resources and talent devo trod to estimative intelligence." 25X1 Original - Addressee 1 - D/DCI/NI A/EO/DCI/NI 1 - EO/DCI/NI Chrono Budget File 1 - RI Approved For Release 2004/(5/43G (IP RbP91 M00696R000200060055-9
