SUBJECT: Status of the A Team - B Team Experiment in Competitive
Analysis
1. Under the terms of the competitive analysis experiment,
agreed to by the DCI and the President's Foreign Intelligence
Advisory Board, the following steps have been completed:
a. After completion of their first drafts, the A
and B Teams met head-to-head to comment on each others
drafts.
b. The A and B Teams revised their drafts as they saw
fit on the basis of these discussions.
c. The A and B Teams again recited their particular
views before a meeting of National Foreign Intelligence
Board principals, prior to the principals' consideration
of NIE 11-3/8-76.
d. B Team prepared a series of comments and recommendations
on the A Team estimate.
2. The steps yet to be completed are:
a. The A Team is preparing comments on the B Team's
report and recommendations.
b. The DCI will forward all the above documents to
the PFIAB and to the Assistant to the President for National
Security Affairs with comments of his own.
c. The Assistant to the President for National Security
Affairs, in consultation with the DCI and PFIAB, will
convene a panel of high-level consumers to evaluate the
competitive analysis experiment.
