MEMORANDUM FOR: D/DCI/NI
SUBJECT . Proposal to Make the NIO the DCI's Representative at
all Interagency Meetings Involving Intelligence
1. It has come to my attention through the attached cable (STATE
079257) that there was an informal meeting of the Interagency Group (IG)
on 1 April 1977 to discuss the US-Brazil relationship. This is currently
a matter of policy concern, but the NIO who is responsible for inter-
agency studies and estimates was not invited to the meeting.
2. It seems imperative to me that the NIO participate in such
meetings to ensure that the Intelligence Community is contributing all
that it can to assist senior officials in the formulation of policy.
Historically, the State Department has used the Directorate of 0 eratio s
as its point of contact at the Central Intelligence A enc .
3. I suggest that the DCI designate the NIO as his representative
to arrange participation at the meetings of key members of the Intelli-
gence Community including, of course, the Directorate of Operations.
