SECRET Approved For Release 2004/05/13: CIA-RDP91 M00696R0000120006-3 29 March 1977 MEMORANDUM FOR THE RECORD SUBJECT: Human Rights I attended this morning a brief meeting called by Cord Meyer, who wished for certain things to happen as a consequence of a recent meeting with Ms. Tuchman of the NSC Staff. a. Cord moved up the deadline for five papers that ORPA has underway. b. He alerted the group to an impending PRM on human rights. Apparently, State recently did a paper on this subject, and not much new has happened. Brzezinski, however, is insisting on a joint State-CIA report; it will have to be done. In response to Cord's query about a NIO role, I suggested he should think of himself as the NIO for human rights questions. I further suggested that, once the PRM is issued, he should contact Marty Packman, INR, for the designation of a State officer to assist Cord in the assign- ment of drafting tasks and in coordination. c. Ms. Tuchman would like more clandestine reporting on Soviet reaction to US human rights initiatives.
