1. In December 1974 and again, in April 1975
collectors and analysts from CIA, State,?and DIA.discussed
reporting I I under the Focus B concept.
This report represents working-level, consensus even
though'it has not been.formally.coordinated.
2. In conducting the. discussion, we tried to keep
in mind that like any Mission, has complex and
time-consuming operational responsibilities which limit
its `reporting capacity. We also recognized that Mission
reporting must be concerned, with many matters, not all of
which are-of significant intelligence interest. Recognizing
these-constraints and the possibility of future budgetary
and personnel limitations, we tried to apply a "need to
know" criterion -- what report ng is required, to-support
and develop US Programs and policy not what Muld we like
to know about
Accordingly, we asked ourselves
o know in order to reach reasonab 1 -
'confident judgments about the ways in which 25
J foreign policies are likely to interact with those of
the United.States,-the stability. 5>

economic development.
