The DIO 74 4-1, T A_= I F _f so covers the Southeast Asian part of the empire. He does not cover Japan the exclusi is from the DIO system -- the result apparently of bureaucratic politics -- could be a problem if we were to have to deal very actively with Japanese issues on a Community basis. But this seems unlikely. 2. My DIO is more an asset than otherwise. He is a good guide into the Pentagon maze and more often than not makes it possible to push one button rather than look for sixteen. Our relationship is cooperative, not to say con- spiratorial, rather than competitive. He is more useful, however, for rallying the troops than for improving their input. I am not really sure that his authority extends that far and I am even less sure that it would be particularly helpful if it did. 3. How much support he "provides to the Director DIA" I don't really know. Even more than the NIOs, the DIOs occupy a rather anomalous bureaucratic position. Much seems to go on in DIA that my counterpart DIO should know about and doesn't. 4. Question d is also one that I do not feel able to answer. I am not aware that, in my area, the DIO has caused DIA to undertake projects the need for which he perceived independently of the regular mechanism. His principal contacts with Defense intelligence users are with ISA. But this doesn't help me much since my contacts with that office are closer than his.
