SUBJECT : Future of the USIB Security Committee
1. The provisions of Executive Order 11905 assigned to
the DCI responsibilities to: (a) ensure the development of
appropriate programs which properly protect intelligence
sources, methods, and analytical procedures; (b) establish
a vigorous program to downgrade and declassify foreign
intelligence information as appropriate and consistent with
Executive Order 11652; and (c) ensure the establishmhnt, by
the Intelligence Community, of common security standards for
mai.aging and handling foreign intelligence systems, information
and products, and for granting access thereto.
2. In acknowledging these responsibilities, we submit
that it is essential for some forum to exist where the formula-
tion and promulgation of uniform. security policies and standards
can be executed. We suggest that that forum be a committee
composed of the senior security representatives of several
foreign intelligence agencies defined in the Executive Order.
3. To satisfy the necessary Secretariat function for a
security committee, an Executive Secretary should be established
and organizationally located in either (a) the Office of the
Director of Central Intelligence, (b) the IC Staff, or (c) the
Office of Security, CIA.
4. We recommend that the Executive Secretary be assigned
to the Office of the Director of Central Intelligence and draw
whatever additional staff support he needs from the Office of
Security, CIA, or wherever else in the Community a peculiar
expertise exists.
S. We further recommend that a chairman of the security
committee be designated by the DCI, and because of the peculiar

security demands of CIA and the Agency's long history of
providing the security support to the USIB committees, and
the fact that the security committee would rely heavily for
staff support on the Office of Security, CIA, we suggest
that the chairman be a professional CIA security officer.
