SUBJECT: Developing Standard Criteria for Reporting
Community Production of Intelligence
1. In the interest of ensuring more uniform standards in reporting the
Community's production of noncurrent, substantive intelligence, I am convening
a short-term working group composed of representatives from the IPC member
agencies (This would ideally include the officers who currently accumulate and
report their organization's production data to the IPC Staff). The working
group will meet on Wednesday, 31 May 1989 in

2. Up to now, the criteria for reporting finished production have
differed with each agency. Some IPC members feel that some types of Community
production that should be counted are not now represented in the production
reporting; others believe that some items are included that should not be.
The working group's task will be, among other things, to establish common
standards and promote consistency in reporting.
3. We ask that each IPC member whose organization supplies the IPC Staff
with production data identify the appropriate action officer to serve on the
working group. We further request that you task your representative to
prepare a recommendation on production reporting criteria and provide an
annotated list of each type of product they wish to nominate for inclusion.
We would like to receive this package by 19 May. Then, to expedite consensus
at the meeting, the Staff, drawing upon the inputs, will formulate a strawman
set of guidelines for discussion at the working group session. IPC members
will subsequently have the opportunity to review and approve the criteria
developed by the working group prior to implementation.
