SUBJECT: Creation of a Consumer Survey Action Group
1. The 1988 Intelligence Consumer Survey identified a number of
Intelligence Community shortcomings and, as a result, the Intelligence
Producers Council recommended several courses of action to improve
producer?consumer relations.
2. I am accordingly establishing a Consumer Survey Action Group to
examine and implement the Survey recommendations. It is therefore requested
that you designate a representative to the Action Group. of my
staff will serve as chairman.
3. The first meeting is scheduled for'Thursday, 27 April 1989, 1000-1200,
Please ask your representative to be prepared to address the
following topics:
a. Prioritization of the recommendations and identified needs
and concerns of policymakers.
b. Identification of recommendations and policymakers' needs that
are beyond the purview of the IPC.
c. Ideas on a Community orientation briefing for senior
officials.
d. Any new areas for follow?on action your organization would like
to propose.
4. The Action Group will meet as necessary to ensure that we will have
some positive results to report to the DCI, the DDCI, and the IPC within six
months. My objective is for the IPC to implement a series of actions that
will improve consumer?producer relations and lay the groundwork for quick
response to changing policymaker needs.
5. Your representative should pass their clearances to the IC Staff
(Attention: IPC Staff) if they are not permanently certified.
