THE DESTINATION OF THESE TANKS REMAINS UNCLEAR; HOWEVER, THE
ABSENCE OF HEAVY-LIFT TRANSPORTERS, NORMALLY OBSERVED DURING
ARMOR DELIVERIES DESTINED FOR SYRIAN FORCES, SUGGESTS THAT THE
TANKS MAY BE INTENDED FOR A THIRD PARTY SUCH AS THE PLO. (SWN)
