General
Military activity in the offshore islands has been
generally confined to reconnaissance patrolling by both
Nationalists and Communists.
Matsus
On 1 March, three fishing boats were observed south of
Matsu. These vessels were believed to be conducting recon-
naissance of Matsu, Nationalist vessels captured two of these
fishing boats.
Sounds of construction on the
Quemoy
Persistent reports of Communist ground activity in the
Amoy area during the past several months indicate the "probable"
presence in that area of Communist army units in addition to

those currently identified there, according to CIN
intelligence. Official G-2 estimates place curren ; Communi,~
ground strength in the Amoy area at about 60,000 troops. How-
ever, the Communists are granted the capability of moving as
additional 111,000 troops into the area within four days with 25X1
no guarantee that such movements could be detected.
Communist, activity in the Weitou area, northeast of Big
Quemoy, is continuing.
Forecast for the next 48 hours is partly cloudy with
average visibility except for patches of early morning coastal
fog. Wind NE 8-15 knots, sea slight.
