Ambassador Lodge has expressed a desire to place on the agenda of the 9th General Assembly, an item entitled "Communism The New Colonialism". In support of this program, I would appreciate it if you can assist us in securing the following information. Wherever possible material already prepared can be used. 1. The names, positions and past or present ties with Moscow of the major Communist leaders in the non-Communist countries which are members of the UN or which have observers. (See attachment #1.) There is no need for more than six or eight, even in the more critical countries. 2. An up-to--date brief analysis of Communism in the 17 non- Communist countries marked with an asterisk on the attached list. A sample draft on Burma (attachment #2) is attached to indicate the general lines of approach. The sentences underlined in red are topics of major interest to us. 3. Attached is a list (attachment #3) of the major Communist leaders of the Eastern European satellites compiled by my staff in April of this year. I would appreciate it if you would check this over for changes and additions since then. I would also be glad if you would call to my attention any errors which you may encounter in the course of this work.
