Reference is made to your letter of June 10, 1981, indicating you
intend to implement on July 1st a pay increase for CIA personnel while
they serve overseas. Your letter alludes to the fact that the Foreign
Service Act of 1980 has raised the question of equity and has created
morale problems for your overseas personnel.
Our review of the legislative history of the Foreign Service Act
of 1980 discloses that the clear intent of that Act was to correct an
imbalance that had existed between Foreign Service personnel and the
civil service. Indeed, the Administration and the Office of Management and
Budget agreed that the Act would accomplish the comparability sought between
the Foreign Service and the General Schedule pay rates. After following the
General Schedule for CIA personnel for over 30 years, the Committee is now
concerned your actions may initiate another round of legislative pay increase
requests by other federal agencies with employees serving overseas, creating
an imbalance that the Act of 1980 intended to correct.
It would appear that if there is an imbalance existing between Foreign
Service and your personnel serving overseas, you would have that fact prop-
erly documented by a comprehensive review of all the issues involved,
including job assignments as well as the pay, other allowances, and retire-
ment benefits of all employees serving overseas under your cognizance as
Director of Central Intelligence. It would also appear that the pay and
benefits of Foreign Service and DOD civilian personnel serving overseas

should be compared in such a comprehensive study.
The Committee believes that, until these issues are resolved and
documented, and presented to Congress for review, the pay increase you
plan to impose should not be implemented.
