IC STAFF PERMANENT CADRE.
1. Recent Congressional action considering a Supplemental Budget
request for the IC Staff expressed the will and intent of Congress in
Joint Conference that "they -would expect the Intelligence Community Staff
to establish a permanent cadre as soon as practicable. The IC. Staff is
required to submit a plan in the near future for how they propose to
accomplish this end. Thus, it becomes apparent that Congress desires a
reasonable mix of personnel for the IC Staff composed of permanent, career-
type employees and detailees from agencies within the Intelligence Com-
munity. This will require the Staff to concentrate more of its recruitment
efforts for personnel toward applicants who desire a permanent position
with the IC Staff, as opposed to a rotational tour. As a first step in.
accomplishing our desired goal, we want to identify all present members
of the IC Staff who wish to be considered for conversion to permanent cadre.
This would require resignation from your parent organization (or to resign
your commission if currently on active duty in the military service) in
order to accept a permanent position with the IC Staff. While details
remain to be worked out, the benefits available would be those normally
available to other U.S. Government employees. This would include Civil
Service retirement, hospitalization insurance, certain life insurance
programs, and other benefits which we are able to negotiate or arrange such
as Credit Union, Employee Activity Association, etc.
2. All IC Staff employees who believe they are definitely interested
in conversion to permanent cadre status are requested to advise the ICS
Personnel Office not later than 13 April 1977. This will enable us to have
a preliminary assessment of the number of people already assigned to the
Staff who are interested in becoming a part of the permanent cadre. An
expression of definite interest at this time is not binding and some indi-
viduals who respond now may later elect to remain with their parent organ-
izations. However, your interest shown at this time will enable us~fTIfTL
